Explanatory note

The number of Danish national requirements has been reduced significantly during recent years. This circular provides instruction to Recognized Organizations (RO) on the remaining Danish national technical requirements and interpretations. See the enclosed annex 1.

In general, the Danish Maritime Authority (DMA) is willing to consider equivalent solutions, provided the intentions behind the provisions are met.

In such cases, the owner shall apply DMA for acceptence of the equivalence.

In case of doubt in connection with the implementation of the requirements mentioned below, the DMA must be consulted. Please contact CFS@dma.dk.

RO instruction regarding initial inspection

3.1 Asbestos is prohibited

Depending on the age of the ship, DMA will require supplementary documentation from owner or shipyard.

3.2 Marine Equipment Directive

Marine equipment on ships to be registered in an EU country must comply with the Directive 2014/90/EU of the European Parliament and the Council of 23 July 2014 on marine equipment and repealing Council Directive 96/98/EC.

For new buildings to Danish flag, the RO shall ensure compliance with the appropriate Commission Implementing Regulation on design, construction and performance requirements and testing standards for marine equipment, for equipment to be used on board, covered by the annex of the appropriate Commission Implementing regulation.

For existing ships being transferred to Danish flag from a non-EU flag State, the RO shall carry out an inspection and approval procedure of non-wheel-marked equipment, in accordance with the directive article 7.

A document of approval for the approved equipment must be issued by the RO to the vessel.

3.3 Lifting appliances and loose lifting gear

Lifting appliances and loose lifting gear which is to be used on board for cargo operations (including cranes for handling provision and engine room overhead travelling cranes), shall comply with the Danish Technical Regulation no. 12 of 12 October 2000 on Lifting Appliances and Loose Gear on Ships. As equivalent to the regulations mentioned above, compliance with the ILO Convention C152 on Occupational Safety and Health (Dock Work), 1979 (No. 152)1, as amended, is accepted.

Noise regulation

If the ship is not covered by the international requirements on noise (SOLAS regulation II-1 / 3-12 / Resolution MSC.337(91)), a noise measurement report shall be submitted to DMA for evaluation.

   

In all new ships approved to carry carcinogens in bulk (e.g. crude oil, petrol, benzene, vinyl chloride, butadiene, etc.), separate bathrooms/changing rooms shall be provided if it is assessed that there is a risk of work clothes being contaminated. There shall be direct access from open deck to the rooms. The crew must be able to take off contaminated clothes and get cleaned in order to avoid contamination of the accommodation. Separate laundry facilities for contam- inated clothes must be available.

If the crew is to work with epoxy resins or isocyanates on board, a bathroom/changing room, with hand free faucet for washbasin, shall be provided. This can be a common changing room equipped with hand free faucet and wash basin.

DMA may accept operational procedures as equivalent. In such cases, the owner shall apply DMA for acceptance.

In case where the ship is equipped with cabins for each individual seafarer and each cabin is equipped with toilet and bath a hospital need not be installed. In its stead a treatment room which is suitably equipped including wash-basin and emergency treatment area to be provided. Only one bed need be installed in the treatment room. 28,
A medicine chest complying with Danish regulations shall be provided onboard.
For ships fit for long voyages, a medicine chest type A shall be provided.

Galley:

  • Galley equipment must be of the same standard as CE certified equipment.
  • It must be possible to lock tilting pans in all the positions used during cooking and cleaning.
  • Point extraction must be fitted above the galley range.

  • Floors must be fitted with non-skid material.

  • Rotating/cutting equipment and large mixers must be shielded /safeguarded.
